Leah’s career has included thirty years with the State of Colorado criminal justice system. She worked
as a probation officer conducting adult presentence investigations, and supervising adult offenders.
Prior to retirement in 2000, Leah supervised adult specialized programs for three years and a juvenile
supervision unit for six years. In her capacity as juvenile supervisor, she developed a specialized
 

supervision program of juveniles who committed sexual offenses,
which became a model program for the State of Colorado and other
jurisdictions around the country.

Following retirement, Leah worked as a contract consultant with the Division
of Criminal Justice, Sex Offender Management Board, to coordinate initial
development of state standards for juveniles who had committed sexual offenses.

Since 2000, Leah has been a consultant with the Center for Effective Public Policy,
Silver Springs, Maryland. The Center receives Department of Justice funds to provide
training resources to local jurisdictions around the country with the development of
programs to address the issues of sexual assault in their communities.

In 2005, Leah developed a ten day training curriculum for the Colorado Division of
Probation Services for probation officers and other professionals working with juveniles
who have committed sexual offenses.
